Oklahoma's Individual Career Academic Plan (ICAP) is a high-school-focused mandate (grades 9–12) that ties annual career/college surveys, postsecondary goal-setting, and course planning to graduation. Unlike most states, ICAP explicitly names annual renewal as a graduation requirement—each year, students must update their interest survey, review their workforce/postsecondary goal, and adjust their course sequence and academic-progress documentation. The law took effect for students entering 9th grade in 2019–2020 and has since become a standard graduation compliance check.
Oklahoma provides two free platforms: OK Career Guide (OSDE/CareerTech-funded via Kuder) and OK College Start (Oklahoma State Regents for Higher Education). Districts can use one or both to satisfy the ICAP documentation requirement. The statute requires the ICAP itself (the plan document and annual updates), but does not mandate a specific platform. OK Career Guide and OK College Start are free state-funded options available to all districts.
