The District of Columbia, 15 other U.S. states, the UK's four nations, and most other Canadian and Australian jurisdictions are listed below but not yet linked, because we haven't found — or haven't yet confirmed — a mandate that clears our citation bar.
In Brief
Most U.S. states, and a growing number of provinces and nations elsewhere, require public schools to give each student some form of individualized career and education plan before graduation — known variously as an ECAP, ICAP, ACP, IGP, ILP, EDP, IPS, SSP, PLP, IPP, or SET Plan depending on where you are. This hub is a working index of those mandates: what each one is called, where it's written into law or regulation, and what it actually requires a school or district to do. JobCannon builds career-assessment tools that plug into these plans, so we started by mapping the mandates themselves — publicly, and with our sourcing shown.
We only publish a page for a jurisdiction once we can point to the specific statute or regulation section that creates the mandate, linked to a primary government source — not a summary site, a vendor's marketing page, or a news article describing it secondhand. A jurisdiction that doesn't clear that bar yet still appears in the list below, but as plain text with a short note on why: either we haven't found a legally-mandated individual plan there, or we found something that looks like one but couldn't yet confirm it to a citation we're willing to stand behind. That's a deliberate choice, not an oversight — we'd rather show you the 38 jurisdictions we can back up than a page for every jurisdiction with some of the sourcing guessed at.

Scale is $199/mo and covers 200 people per billing period — one person, however many assessments they take, and a class-code arrival counts the same as an emailed invite. Growth is $999/mo for 1,000. Above that, or where enrolment should not be metered at all, it is an Enterprise conversation rather than a larger self-serve plan. One rate per enrolled student for the academic year, across every school in the district, regardless of which jurisdiction's mandate you're meeting. The ladder starts at 1,301 students. Below that a self-serve plan already covers your whole roll for less than a licence would, so that is what we will point you at — and UK schools have the flat whole-school licence above at any size. Bands are by enrolment, and the rate applies to your whole roll rather than to a seat count you have to predict. Invoiced annually against a purchase order; no per-assessment charge and nothing to top up mid-year. For each jurisdiction, we looked for the actual statute, administrative regulation, or state board rule that creates an individual student career or education plan requirement, and checked it against a primary government source — a state department of education site, a legislature’s bill-tracking or code site, or the regulation text itself. We only build a page once both the citation and the primary source URL hold up; a jurisdiction that doesn’t clear that bar stays listed as text, not a link.
One of two things is true: either we haven’t found a legally-mandated individual career or education plan for that jurisdiction — some places handle career readiness through required courses or institutional frameworks instead of a named per-student plan — or we found something that looks like a mandate but haven’t yet confirmed a citation we’re confident in. Requirements change and interpretation can vary by district, so confirm current obligations with your state department of education or your own legal counsel before relying on anything here.
We update individual pages as we learn a mandate has changed, and we add new jurisdictions as we verify them to our citation bar. We don’t have a fixed review cadence to promise beyond that — if you spot something out of date, let us know and we’ll check it.
