Utah's Student Education Occupation Plan (SEOP)—also called the Plan for College and Career Readiness—is a comprehensive written plan that guides students from middle school into postsecondary life. Beginning in 7th grade, each student (in collaboration with parents/guardians and school staff including counselors, teachers, and administrators) develops a plan reflecting their career interests, academic strengths, and postsecondary goals. Unlike shorter assessments, the SEOP is a multi-year document updated annually, ensuring that a student's course selection, workplace skills, and college/career trajectory remain aligned as their interests and abilities evolve.
The SEOP requires documented involvement from three key stakeholders—the student, parent/guardian, and school representative—every year. Coursework must align with the plan's identified postsecondary and occupational goals, and students must demonstrate attainment of approved workplace skill competencies, with job placement when appropriate. The plan must also reflect all state and local graduation requirements, ensuring that career readiness does not come at the expense of core academics or graduation eligibility. Annual review is a legal mandate, not an optional check-in.

No. Utah requires a Student Education Occupation Plan with annual review and workplace-skills documentation; no specific tool is mandated. Districts may choose JobCannon or other resources to support the career-exploration component.
