- Subjective interpretation: The passage uses terms that require judgment to apply. Example: passage describes an event as "significant"; statement claims it was "important." These terms overlap but are not identical, and the passage's language choice does not guarantee the broader claim. Cannot Say.
- Missing time-period information: Statement refers to a different time period than the passage. Example: passage discusses sales in 2024; statement claims "the company is consistently profitable." Without data from multiple years, you cannot confirm consistency. Cannot Say.
- Quantity or degree statements without specifics: Passage provides one data point; statement generalizes it. Example: passage mentions "some employees work remotely"; statement claims "many employees work remotely." One instance does not define the scale. Cannot Say.
- Causation without stated mechanism: Passage describes two events; statement claims one caused the other. Temporal sequence alone is insufficient. Cannot Say.
Common Patterns That Should Be 'True' (Not Cannot Say)
- Direct restatement: The statement uses different words but conveys identical meaning to passage content. Example: passage says "the treaty was signed in 1945"; statement claims "the agreement was finalized in 1945." Same fact, different phrasing. True.
- Logical entailment (modus ponens): Passage states "if X then Y" and "X is true"; statement claims Y. The passage logically entails it. True. Example: passage states "all mammals are warm-blooded" and "whales are mammals"; statement claims "whales are warm-blooded." True.
- Arithmetic implication: Passage provides numbers; statement correctly performs arithmetic on them. Example: passage states "revenue increased from 100 million to 150 million"; statement claims "revenue increased by 50 million." True.
- Explicit definition: Passage defines a term; statement applies that definition. Example: passage states "photosynthesis is the process by which plants convert light into chemical energy"; statement claims "photosynthesis converts light into chemical energy." True.
- Logical negation: Passage states a fact; statement correctly negates its opposite. Example: passage says "the policy was implemented"; statement claims "the policy was not ignored." True, because implementation contradicts being ignored.
- Part-to-whole reasoning: Passage describes properties of individuals; statement generalizes accurately. Example: passage lists three employees with college degrees; statement claims "the three employees described have college degrees." True (not Cannot Say, because the data is present).

Example 2: False Answer
Passage: "The study surveyed 500 participants across three age groups: 18โ25, 26โ40, and 41+. Of the 18โ25 group, 78% reported high job satisfaction. Of the 26โ40 group, 62% reported high job satisfaction. The 41+ group was not asked about job satisfaction due to survey length constraints."
Statement: "Older workers (41+) report lower job satisfaction than younger workers."
Reasoning: The passage explicitly states that the 41+ group was not surveyed about job satisfaction. You cannot compare satisfaction across age groups when one group's data is absent. The statement contradicts the passage's explicit constraint. Answer: False.
Example 3: Cannot Say Answer
Passage: "Last year, TechCorp hired 200 new software engineers, 75 new product managers, and 50 new sales representatives. The hiring surge occurred because the company launched two new product lines."
Statement: "TechCorp's hiring is driven primarily by market demand rather than product launches."
Reasoning: The passage states that hiring occurred "because" the company launched new products, which suggests product launches as a driver. However, the passage does not discuss market demand at all. You might infer that product launches respond to market demand, but that inference is not stated in the passage. The statement makes a claim about the primary driver of hiring that the passage does not address. You cannot determine whether market demand or product strategy is the primary driver. Answer: Cannot Say.
Test-Day Strategy for Cannot Say Questions
When you encounter a Cannot Say question and find yourself uncertain between Cannot Say and True, the default strategy is to mark Cannot Say. This bias accounts for the psychological tendency to infer beyond the passage's boundaries. If the passage does not explicitly state or directly entail the claim, selecting Cannot Say is the safer choice than overreaching.
Implement a systematic checking process: (1) Read the passage once fully to understand its content and scope. (2) Read the statement carefully, word by word. (3) Scan the passage for the exact concepts or facts mentioned in the statement. If they are absent entirely, Cannot Say is likely correct. (4) If the concepts are present, test whether the passage logically entails the statement. Apply strict logic: does the passage provide sufficient information to reach this conclusion with certainty? If not, Cannot Say. (5) Only if the passage explicitly states or mathematically entails the claim should you mark True. (6) Mark False only when the passage directly contradicts the statement.
On test day, allocate time deliberately. Cannot Say questions often require slightly more careful thinking than True/False questions. Do not rush. Read the passage twice if needed, one full read for overview, one careful read while checking the statement. The extra 10โ15 seconds per question typically yields higher accuracy than speed-reading and defaulting to confidence-based guessing.
One final principle: never use outside knowledge to confirm or deny a statement. Your role is to evaluate the passage's content only. If you know something to be true from your education or experience, but the passage does not mention it, the answer remains Cannot Say. This discipline separates high scorers from middling ones on verbal reasoning assessments.
